Kelayakan Menerima Elaun Murid Khas

To whom it may concern,

This is the situation:

My youngest brother, Andre, is a down-syndrome 13 years old boy. The government policy states that down-syndrome children are given a certain amount of allowance either per month or per year. My brother attended a government school and we managed to collect the allowance allocated for him. However, the problem arises when we decide to shift him to a private school instead. We were told that he's only eligible to collect the allowances if and only if he's in a government school and not in a private one. We had him shifted to a private school as in the government one, he basically sleeps there and didnt learn anything at all whole day due to lack of manpower and obligation to supervise and teach these unfortunate ones. He was even very reluctant to go to school as he felt it was a waste of time. He loves the private one that we send him to as he learns a lot and is given the attention that is needed. For his sake, we decided to put him in a private institution.

We tried to fight for that allowance but the staffs in the school are very reluctant to give it to us and say he can only get them if he's in a government-based institution and dont want to elaborate further. We
would like to have a clarification on this matter as we suspect there were injustice being done and they were giving excuses not to give us but to have it all by themselves. We cant help but to think of it this way as they were not being cooperative and helpful.

The fees that we were to pay for his monthly education is rather costly at RM600/month. That allowance allocated will definitely be of much help to alleaviate my mother's burden as she's a single parent. Do help.

Terima kasih terhadap e-mail saudara kepada e-Maklumbalas Kepada PM. Untuk makluman saudara , adik saudara yang telah ditukarkan ke Sekolah swasta sememangnya telah hilang kelayakan untuk menerima Elaun Murid Khas (EMK). Ini merujuk kepada SURAT PEKELILING KEWANGAN BIL.3 TAHUN 2009 ELAUN MURID BERKEPERLUAN KHAS (KATEGORI ORANG KURANG UPAYA)

Ada mensyaratkan beberapa perkara seperti berikut (di bawah Perkara 4):

> Syarat-syarat Kelayakan

i. Warganegara Malaysia
ii. Sekolah Kerajaan dan Sekolah Bantuan Kerajaan
iii. Murid berkeperluan khas di bawah Kementerian Pelajaran Malaysia merangkumi Sekolah-sekolah berikut :
a. Prasekolah
b. Sekolah-sekolah rendah dan menengah
c. Sekolah Agama dan
d. Kolej Matrikulasi
iv. Memiliki kad OKU yang dikeluarkan oleh Jabatan Kebajikan Masyarakat (JKM); dan
v. Tidak / belum menerima elaun OKU daripada mana-mana agensi kerajaan atau pertubuhan bukan kerajaan.

Sehubungan itu , dengan penjelasan ini diharapkan telah menjawab kepada pertanyaan atau persoalan saudara mengenai Elaun Murid Khas (EMK) adik lelaki saudara yang bernama Andre.
